The Affordable Care Act (ACA) has regulations that rule out coverage for any medication that is not accompanied with a prescription, as such most over-the- counter eye drops (OTC) such as eye drops for red eye, OTC drops for eye allergies, and artificial tears are not eligible for reimbursement unless accompanied by a prescription. It should be noted that reimbursement for eye treatment medications cannot be claimed with a dependent care flexible spending account (DCFSA).
